An attack right before the elections could cut either way, or several
ways.

1) It could show up that Bush hasn't been doing an effective job of
protecting the country.

2) It could give Bush a stage to pose as the great leader in a time of
trouble, since the one who is in office is the only one who can mobilize
forces to act at that moment. He wouldn't have to be effective, just a
good pose while people are upset.

3) It could create a spontaneous demand for something different, which
would be Kerry by default at this point.

4) It could create disruption which would tip the election by who is and
isn't in a good position to get out and vote.

5) It could be seized upon as an excuse to indefinitely delay the
elections, imposing a de facto dictatorship.

And those are just the first few possibilities.

Spain was not an example of a terror attack swinging the election by
intimidation. That is a comforting myth for American politicans who
didn't like the election results. The voters were angry with the previous
government for lying about who was responsible for the bombing. The party
they turned to had been pledged to remove troops from Iraq from the
moment the previous government sent them in.
