The rule of unintended consequences, as expounded upon by Chief Justice
William H. Rehnquist, and experienced by a lot of anonymous American
families runs something like this:

First, pass a law to threaten low level drug dealers with massive prison
time, then let them out of most of it if they turn in the big wholesale
traffickers.

Then, in actual arrest and prosecution situations, the big wholesalers,
who understand the law much better than the street level dealers, will
provide the names of all kinds of small fry and innocent people who
happen to be in the vicinity, getting THEIR sentences down to almost
nothing, while the small fry and the innocent get the really long
sentences, since they have no information to trade.

But I wasn't seeking a mystery in your office. Just something to bat
around. I had seen notices on your email before about "if you have
received this in error" -- but this was the first time the discussion
group got back an out of office notification, so I thought I would play
with it a little.
