Why REv. Ev, did not Jesus say he came to open the doors to the prison
house, and release the captives? To fulfill a prophecy from Isaiah no
less.

P.S. When there was "no overcrowding and no need to build more
facilities" there were simply a lot less laws, and a lot less acts that
were criminal violations. Also, there was less effective law enforcement
for the acts that were crimes, so a lot more people skipped to another
state and never got caught.
