Well, I notice on tonight's NBC News that there is something I was wrong
about.

All the water works around New Orleans are not the sole responsbility of
the Army Corps of Engineers. There is a body called the Levee Commission,
a state-chartered body, routinely staffed with political hacks (not
unlike FEMA), which has spent some millions of dollars on mardi gras
fountains and bridges to casinos, and not always gotten around to fixing
the levees around the city.

But, the commission chair notes, the levees held in all but two places.
(Anyone who understands basic hydrological principles, like water runs
down hill and seeks its own level, can tell what is wrong with the
statement).
