In NY (I'm not sure if it's state or city) there is an official category
called "life partner".
If a couple qualifies, they can register as such and are entitled to
such benefits as being next-of-kin, inheritance, health insurance, etc.
To qualify, they can be of any combination of genders, have lived
together for a year and plan to continue indefitiely, and not married to
anyone else.
It will not be recognized by the federal government and no other state
is required to recognize it.  (This is the main reason why a federal
constitutional amendment may be needed.)

The NJ supreme court opened the door to such a status as being
constitutionally acceptable.

How can you provide them marriage... without calling it marriage? Sounds
convoluted to me.

rights & benefits of marriage, without, necessarily calling it marriage.
