I suppose that is one way of looking at it. The whole issue of the war
was, WERE they serving an independent nation, or were they an
insurrection within a single nation? The final decision favored the
latter view. Germany and France at various times took territory away from
each other, or occupied each other, but never did all Frenchmen come to
call themselves Germans, or vice versa. And so, when men who were and are
part of one nation are known to have fought each other for four years, it
hardly seems accurate to say they were two separate countries at war.
That is what makes the phrase "Robert E. Lee's attack on America" so
ironic. What flag do you think his direct descendant in Arizona waves,
when and if she waves any flag at all? As Andrew Jackson said (and made
John C. Calhoun turn pale when he said it) "The United States is a
government, not a league."
