Somehow, I find that the equivalent in the US would be:

greenBubble made a tax-exempt donation to a charity, but felt that the
government should not lose tax revenue, so he made a voluntary donation
equal to the taxes he would have paid, to reduce the national debt.

By the way, would Rabbi Y.M. Kagan be distantly related to the new
Democratic congress representative from the 8th district of Wisconsin?
(Name is Steven Kagan, I volunteered with his brother Chuck on the
McGovern campaign in 1972).

There is a story told about Rabbi Y.M. Kagan (d. 1933), one of the
leading rabbis of the pre-war generation, that goes like this. He was
hauled into court for disrespect to the Czar because someone noticed torn
stamps (with the Czar's picture) in his house.

He explained that he had sent a letter via private messenger, and felt
that the government should not lose out. so he bought the correct amount
of stamps and tore them.
