Siarlys,
They told everybody in the top ten to prepare for being either valedictorian
or salutatorian (both of whom talk at graduation) to prepare a short speech.
So, no, it wasn't extemporaneous.

P.S. I just celebrated a friend of mine getting her bachelor of science
in nursing, many years after she first got her RN.
