Siarlys, you're wrong.
At a time when the sidewalks were dry, the phones were working, and a
parking lot full of busses was doing nothing, he could have announced an
evacuation plan that could work.  He knew, or should have known, what was
coming.  Instead he announced, effectively, "If you have a car, get out.  If
not, too bad.  Go to the Superdome, but stay off the field; it might leak."

NYC had a plan long before 9/11.  So did the feds.  As soon as the attack
became apparent these plans were put into action.
NYC had a plan for a blackout.  When it happened, the plan was put into
action.
NYC has a plan for evacuating low-lying coastal areas in the event of a
hurricane.  It was recently reviewed and revamped.

At a time when danger was staring him in the eye, and the sidewalks were
dry, the phones were working, the mayor of New Orleans did exactly NOTHING.

he has virtually no tax base to fund any city government with either.
