I think this joke is an insidious plot by the Pentagon to protect the
military budget from any kind of prudent cost controls, by projecting the
silliest measures impacting individual service men and women in the
lowest way, thereby making the world safe for $200 hammers and $6000
toilet seats from major "insider" contractors, plus all kinds of plush
perks at taxpayer's expense for the top brass.

The sad part is, they will probably go right ahead and so something like
these regulations as far as all the rank and file are concerned.

Meantime, it sure is funny!
