Flying a flag upside down is an international distress symbol.

(Thus , holding a protest where the U.S. flag is carried upside down, as
distinct from being burned or lacerated, is a respectful criticism of the
government, rather than of the flag or the nation.)

Having the sovereign pictured on the stamp no doubt made it tempting to
express dissent by putting the sovereign upside down. That sort of
dissent was considered treason by certain kings and ministers, which was
one difference of opinion that led to the American Revolution.

The difference with putting a stamp on upside down to signify "I love
you" is that the boyfriend's (or, for others, girlfriend's) picture was
not upside down, some postage stamp that wasn't particularly relevant was
upside down. Now with the modern postal options where you CAN put a
family photo on your own personalized stamp, if you put the boyfriend's
picture on the stamp, then put it upside down on the envelope, THAT might
be taken to mean "Get lost."
